BATH, Maine (September 2, 2026) – The Bath Housing Development Corporation (BHDC) is pleased to welcome Kathy Smith of Georgetown and Samantha Hallowell of Woolwich to its Board of Directors. Smith and Hallowell will serve five-year terms.

Established in 1984 as an affiliate of Bath Housing, BHDC advances forward-thinking housing solutions through local real estate development. BHDC works with lending partners, funding sources, community leaders and advocates to plan and develop new or rehabilitated housing that is responsive to community needs. Together, the organizations work to expand living opportunities for all who want to call Sagadahoc County home.

Joining the board is Kathy Smith, who recently retired following five years as Bath Housing’s Resident Services Coordinator. Smith has worked with residents at Anchorage, Dike’s Landing, and The Moorings, helping older adults and individuals with disabilities connect with community resources that support independent living and housing stability. Before joining Bath Housing, she worked with Habitat for Humanity/7 Rivers Maine on housing issues affecting low-income households and helped to establish Harpswell Aging at Home’s volunteer home repair program. Smith also collaborated with Bath Housing on the pilot effort that became the Comfortably Home Program, launched in 2015. Her background includes community outreach, information and referral services, case management, program implementation, volunteer management, fundraising, and grant writing.

Also joining the board is Samantha Hallowell, an Administrative Associate with Midcoast Maine Community Action, where she provides administrative and project support to agency leadership while coordinating programs serving low-income families throughout the Midcoast region. At MMCA, Hallowell coordinates the organization’s Diaper Project and Judith Williams Trust Scholarship Program and manages fundraising and grant-seeking efforts involving private, municipal, state and federal funding. She also represents the agency at community events, coalition meetings and gatherings with local partner organizations.
