February 9, 2021: Request for Proposals for Legal Services (landlord/tenant matters)

Bath Housing Authority is seeking the assistance of a legal firm or attorney to provide us with legal services related to tenant landlord matters for its owned and managed housing programs. Proposals to provide legal services to Bath Housing Authority must be submitted by 12:00 pm (noon), Friday, February 26, 2021. September 21, 2020:  Request for Proposals for Audit Services

Bath Housing Authority (BHA), a Public Housing Authority, and Bath Housing Development Corporation, an affiliated 501(c)3 non-profit corporation, both located in Bath, Maine are soliciting audit proposals from firms qualified and licensed to audit the financial statements of housing authorities and their affiliated entities.  Contact Debora Keller at 207-295-3074 for a copy of the RFP.  Proposals must be received at the office of Bath Housing on or before October 16, 2020 at 4:00pm EST.  Bath Housing reserves the right to reject any or all proposals, to waive any technical or legal deficiencies, and to accept any proposal that it deems to be in the best interest of the Agency.

September 11, 2020:  Legal Notice

Bath Housing Authority (BHA) is issuing a Request for Expressions of Interest in a qualifications-based selection process (RFQ).  The objective is to identify a qualified entity to partner with BHA in the role of an Asset Manager of three properties being converted under the Streamlined Voluntary Conversion (SVC) administrative process.   SVC is only available to housing authorities with less than 250 Low Income Public Housing (LIPH) Program units.  The HUD guidance on this administrative option can be found in PIH Administrative Notice 2019-05 (HA).

BHA is seeking expression of interest and proposals from community-based organizations whose mission includes the provision of housing to low income individuals.  Interested entities must be able to:

  1. Demonstrate direct experience at the staff or board level with several of the following affordable housing programs (LIHTC, HUD Housing programs such as HOME, community development programs such as CDBG, and Housing Finance).
  2. Be financially stable as demonstrated by either its last two annual audits or as sufficiently capitalized to be considered an ongoing entity capable of covering at least two years of its future operations.
  3. Have a working knowledge of State of Maine housing finance programs.

A Request for Qualifications (RFQ) contains specific submission requirements, more detailed scope of service requirements, and other pertinent information necessary for submitting a proposal. Interested parties may obtain the RFQ package upon request to . August 12, 2020:  NOTICE OF SELECTION

Bath Housing Authority recently published a Request for Proposals for up to Twelve (12) Project Based Vouchers to provide housing subsidy to units for occupancy by very low income households. Proposals were accepted until August, 10, 2020. A proposal from Szanton Monks Properties for their proposed project, The Uptown in Bath, ME, was the only proposal received and has been selected for award of 12 project-based vouchers. This proposal was scored for both threshold and competitive criteria. The project will create a total of 60 new/rehabilitated rental units for older adults age 55+. August 7, 2020:  NOTICE OF PUBLIC HEARING

Bath Housing Authority, pursuant to the Public Housing Reform Act, has developed a Five-Year Action Plan and an Annual Public Housing Agency Plan for the period beginning January 1, 2021.

The public review period for these Plans begins August 10, 2020 and ends with a public hearing on Thursday, September 24, 2020 at 8:30 am via ZOOM.  Contact for link to the meeting. During the period, the draft Plans will be accessible for review and public comment at the same location during normal business hours.

June 26, 2020 Request for Proposals:  Project Based Vouchers for Elderly Persons

Bath Housing Authority is requesting proposals for up to Twelve (12) Project Based Vouchers which will provide housing subsidy to units for occupancy by very low income elderly households.  Subsidy for the selected project will be attached to rehabilitated and newly constructed units in the Greater Bath area.  Applications will be scored based on the following criteria: 1) Owner Experience and capability to build or rehabilitate senior housing; 2) Extent to which the proposed project furthers the Bath Housing goal of deconcentrating poverty and expanding housing and economic opportunities; 3) Extent to which services for special populations are provided on site in the immediate area; and 4) Percentage of assisted units. Bath Housing Development Corporation and their representatives will hold a public meeting on the proposed remediation and cleanup activities for the Columbia and Moses Block Properties located at 168 – 194 Front Street and 24 Summer Street in Bath, Maine.  Bath Housing is applying for a subgrant and loan through the Mid-coast Economic Development District’s (MCEDD’s) United States Environmental Protection Agency (U.S. EPA) funded Brownfields Revolving Loan Fund (RLF) program.  These funds will be used to facilitate the proper management and/or disposal of asbestos-containing materials (ACM) and lead-based paint (LBP) identified at the buildings.  A draft Analysis of Brownfields Cleanup Alternatives (ABCA) and Conceptual Remedial Action Plan (RAP) has been prepared for this project and reviewed by the Maine Department of Environmental Protection (MEDEP) and the US EPA.  Bath Housing and its representatives are holding a public meeting and receiving public comments on the proposed cleanup strategies.  The applicability and findings under Section 106 of the National Historical Preservation Act (NHPA), relative to the proposed cleanup and redevelopment activities, will also be presented.

The public meeting will be held at 6:00 PM on Monday, February 10, 2020 in the Recreation Room of the Columbia Block Building located at 184 Front Street in Bath Maine.  Public comments will be accepted during a 30-day public comment period, which will end on February 29, 2020 at least 30 days after publication of this public notice.  The information repository on this project, including environmental assessments and other environmental information is located at the Bath Housing Authority office located at 80 Congress Avenue, Bath, Maine and will be available for viewing during normal business hours (8:00 AM to 4:00 PM Monday through Friday). Ganneston Construction Corp. is seeking local subcontractors to assist in renovating multi-family housing units in Bath, Maine with a prequalification deadline of October 31, 2016. Project Description: Project generally consists of the renovation of multi-unit wood buildings under 3,000 SF located in Bath, ME for the Bath Housing Development Corporation. Construction includes Site Work, Landscaping, Rough Carpentry, Finish Carpentry (Exterior and Interior), Roofing (shingles), Insulation, Waterproofing, Vinyl Replacement Windows, Doors, Door Frames and Door Hardware, Drywall, Flooring, Painting, Toilet Accessories, Residential Appliances, Residential Cabinets & Countertops, Plumbing, HVAC and Electrical.

August 19, 2016:  REQUEST FOR PROPOSALS FOR CONSTRUCTION MANAGEMENT SERVICES

For the renovation of existing apartment buildings

Bath Housing Development Corporation is soliciting proposals for Construction Manager at Risk services for the renovation of existing buildings. This is a multi-phased project; Phase I includes two duplexes located at 49 Elm Street, Bath, Maine and 28 Maple Street, Bath Maine.

The Construction Manager (CM) will provide pre-construction services to the Owner prior to commencement of construction. Following approval of the design and preliminary cost estimates, the CM will prepare a Guaranteed Maximum Price (GMP) and, upon its acceptance, will undertake the project. The CM will be expected to work closely with the Owner and Architect and to propose cost and timesaving alternatives. Bath Housing is inviting CM’s to participate in the following selection process:

THE PROJECT

The project consists of site development and renovation of existing buildings in a phased approach.

Phase I of the project consists of:

  • 49 Elm Street, Bath, Maine – three story wood duplex, 900 square foot footprint, 2,187 square feet living space.
  • 28 Maple Street, Bath, Maine – two story wood duplex, 1,470 square foot footprint, 2,780 square feet living space.

The total construction cost estimate for Phase I the project is approximately $225,000. The project will begin immediately upon selection of a Construction Manager. The Architect for the project, Shields Architecture of Cumberland, Maine, has completed a conceptual design that will be used as the basis for the initial cost estimate.

As additional properties are secured, Bath Housing Development Corporation will add future phases.
